Meta is asking TikTok and YouTube to join it in creating stricter industry-wide safety standards for teenagers, but whether its biggest social media rivals will actually follow remains uncertain.

The proposal comes after Meta agreed to pay up to $18 billion and make significant changes to how young users access Facebook and Instagram as part of a settlement with 29 US states.

While the enormous settlement has attracted plenty of attention, one of the most interesting developments came afterward. Meta publicly called on TikTok and YouTube to introduce similar protections for teenage users.

The proposed changes include daily screen-time limits, nighttime restrictions and fewer notifications during school hours.

What Rules Does Meta Want TikTok and YouTube to Adopt?

Meta wants the three major social platforms to establish a common set of protections for users under 18.

Under Meta’s proposed framework, teenagers would face a default daily usage limit. Access to social media would also be restricted overnight, while notifications would be reduced during school hours.

Meta has suggested a particularly strict approach if TikTok and YouTube agree to participate.

The company said it could reduce the default daily limit for teens to one hour and extend the overnight restriction from approximately 10 PM to 7 AM if its competitors implement the same measures.

Meta argues that these protections would be much more effective if they were adopted across multiple major platforms rather than being limited to Facebook and Instagram.

Why Is Meta Asking Its Rivals to Join?

The reasoning is relatively straightforward.

Teenagers often use multiple social media platforms throughout the day. If only one platform imposes strict limits while others remain unrestricted, young users could simply move their screen time elsewhere.

For example, a teenager whose Instagram access is limited could potentially spend more time on TikTok or YouTube instead.

Meta therefore argues that industry-wide standards would create more consistent protections.

However, there is also a competitive element to the proposal. If every major platform introduces similar restrictions, no single company would be placing itself at a disadvantage by limiting teen engagement.

Will TikTok and YouTube Agree?

That remains one of the biggest unanswered questions.

The idea sounds straightforward, but implementing common limits across different platforms could be complicated.

TikTok, YouTube and Meta have different recommendation systems, business models and approaches to parental controls. They also compete directly for users’ attention.

For that reason, getting all three companies to agree to identical restrictions could prove difficult.

There is also the question of how such rules would be enforced and how platforms would accurately determine whether an account belongs to someone under 18.

Meta’s Proposed Teen Restrictions

The settlement includes several changes that would affect how teenagers use Facebook and Instagram.

Among the proposed measures are:

  • A default daily time limit for users under 18.
  • Overnight restrictions preventing young users from accessing the apps.
  • More frequent reminders about continuous screen time.
  • Additional reminders after users reach certain daily usage levels.
  • Reduced notifications during school hours and overnight.
  • No default display of the number of likes or reactions on posts viewed by teens.
  • Restrictions on certain extreme beauty and cosmetic filters.
  • An option for teens to use a non-algorithmic feed.
  • Parental controls that can enable stricter settings by default.
  • The ability to disable autoplay.
  • Improved tools for reporting harmful content.

Meta also agreed to strengthen its efforts to identify accounts belonging to children under 13 and remove those accounts from its platforms.

The Importance of a Non-Algorithmic Feed

One particularly interesting part of the proposal is the non-algorithmic feed.

Instead of receiving posts selected by recommendation algorithms, teenagers would be able to view content primarily from accounts they already follow.

This could give young users more control over what appears in their feeds.

Parents and guardians would also be able to enable the non-algorithmic option by default for their teenagers.

The proposal reflects growing concerns about recommendation systems and their potential role in keeping young users engaged for long periods.

Critics Say More Needs to Be Done

Although some child-safety advocates have welcomed Meta’s proposed changes, there is skepticism about whether they go far enough.

Some critics argue that giving parents and teenagers more controls does not necessarily address the underlying design of social media platforms.

Recommendation algorithms, for example, would largely remain part of the experience.

There are also questions about whether reminders and time-limit notifications will actually persuade teenagers to spend less time on social media.

A teenager can receive a warning about screen time and simply choose to continue using the app.

Why TikTok and YouTube Matter

TikTok and YouTube are particularly important to this discussion because both platforms are heavily used by younger audiences.

TikTok is built around short-form, algorithmically recommended videos, while YouTube offers an enormous range of content through both traditional videos and YouTube Shorts.

If Meta introduces strict limits but TikTok and YouTube do not, teenagers could potentially shift their attention toward those platforms.

That is likely one reason Meta wants its competitors to adopt similar rules.

Social Media Regulation Is Becoming a Bigger Issue

The Meta settlement is part of a much broader debate over how technology companies should protect children online.

Governments and regulators in the United States and elsewhere have increasingly focused on issues such as age verification, addictive design, targeted recommendations, privacy and parental controls.

Technology companies are consequently facing growing pressure to demonstrate that their platforms are safe for younger users.

The challenge is finding a balance between protecting children and teenagers while preserving access to useful communication, entertainment and educational content.

Could This Become an Industry Standard?

Meta clearly wants its proposal to become something bigger than a company-specific policy.

If TikTok and YouTube agreed to similar restrictions, other social platforms could eventually face pressure to follow.

That could create a common baseline for teen safety across the social media industry.

However, cooperation between competing technology companies is never guaranteed.

Each platform has different priorities, and stricter limits could potentially reduce engagement and the amount of time users spend on their services.

What Happens Next?

For now, the biggest question is whether TikTok and YouTube will respond positively to Meta’s proposal.

If they agree, the changes could represent one of the most significant coordinated efforts by major social platforms to limit teenage screen time.

If they decline, Meta will still move forward with the changes included in its settlement, but the company may struggle to achieve the industry-wide standard it is seeking.

The outcome could influence how social media companies approach youth safety for years to come.
