Meta Will Pay Up to $18 Billion to Settle Lawsuit Over Alleged Harms to Young Users

Meta has agreed to pay up to $18 billion to settle a major legal case involving allegations that Facebook and Instagram were designed in ways that encouraged addictive behavior among young users.

The proposed settlement follows a lawsuit brought by dozens of US states accusing Meta of contributing to excessive social media use among children and teenagers while also raising concerns about children’s privacy and personal data.

Meta has denied wrongdoing, and the proposed agreement still requires approval from a court. However, the settlement could introduce some of the most significant youth safety changes ever implemented across Facebook and Instagram.

Meta Agrees to New Time Limits for Teens

One of the biggest changes included in the settlement is a new default screen time limit for users under the age of 18.

Meta has agreed to introduce a two-hour daily limit for teenagers using its platforms. Parents or guardians will be able to increase the limit if they choose.

The company also plans to block access to its apps during overnight hours. By default, young users could face a restriction between midnight and 6 AM, although parents may have the ability to adjust those settings.

Meta also plans to provide frequent reminders encouraging teenagers to take breaks. Users could receive notifications after every 15 minutes of continuous screen time, along with reminders when they reach 60 and 90 minutes of total daily usage.

Meta Challenges TikTok and YouTube to Adopt Similar Rules

One of the more unusual aspects of the agreement is Meta’s call for other major social media platforms to introduce similar protections.

Meta said it could reduce the daily limit for teenagers from two hours to one hour and expand nighttime restrictions if competitors such as TikTok and YouTube agree to adopt comparable standards.

The company argued that youth safety protections would be more effective if they were applied across the broader social media industry rather than only on Meta-owned platforms.

According to the proposed financial structure, Meta would pay 70 percent of the potential $18 billion settlement over a 10-year period.

The remaining amount would depend on whether competing platforms agree to contribute funding and introduce similar youth protection measures.

New Instagram and Facebook Safety Features for Young Users

The proposed settlement includes several other changes aimed at reducing potentially harmful social media experiences for teenagers.

Meta plans to introduce restrictions on notifications during overnight hours and school periods. Some exceptions would remain for direct messages and important account security or safety alerts.

The company has also agreed to make several design changes, including:

  • Hiding the number of likes and reactions viewed by users under 18.
  • Restricting certain extreme beauty and makeup filters.
  • Providing access to non-algorithmic feeds.
  • Allowing teens to disable autoplay.
  • Giving parents additional control over certain account settings.
  • Improving systems for reporting harmful content.

The non-algorithmic feed option would allow teenagers to see posts primarily from accounts they actually follow rather than relying entirely on recommendation algorithms.

Parents and guardians could also potentially enable this option by default for teen accounts.

Faster Responses to Harmful Content Reports

Meta has also committed to improving how it handles reports involving potentially harmful content.

Under the proposed agreement, the company would introduce an enhanced reporting system for younger users and aim to respond to the majority of reports within a relatively short period.

Meta has reportedly committed to responding to 90 percent of qualifying reports within six hours.

The company will also be required to strengthen its efforts to determine whether accounts belong to users under the age of 18 and remove accounts belonging to children who are below the minimum age requirement.

An independent auditor is expected to monitor some of these practices.

Lawsuit Accused Meta of Creating Addictive Features

The legal battle began after a multi-state investigation into the impact of social media on young users.

In 2023, California Attorney General Rob Bonta and other attorneys general filed a lawsuit accusing Meta of designing products with features that encouraged young people to spend extended periods on Facebook and Instagram.

The lawsuit alleged that Meta used psychologically manipulative design features that could contribute to compulsive usage among children and teenagers.

The states also raised concerns about children’s privacy and alleged violations involving the collection of personal information from young users.

Meta has denied wrongdoing but agreed to the proposed settlement before the case reached a full conclusion in court.

Advocacy Groups Welcome the Settlement

Several child safety and consumer advocacy groups have welcomed the proposed agreement, although some organizations believe the measures do not go far enough.

Supporters have praised potential restrictions on overnight notifications, limits on screen time, changes to beauty filters and additional parental controls.

However, some critics argue that social media companies should take stronger action against recommendation algorithms that may expose young users to harmful content.

Others believe government regulations should establish industry-wide standards rather than relying primarily on individual companies to voluntarily introduce new safety features.

A Major Moment for Teen Social Media Safety

The proposed settlement could represent an important turning point in the debate over how social media platforms should protect children and teenagers.

Meta’s potential $18 billion payment would be one of the largest financial settlements connected to concerns about social media’s impact on young users.

More importantly, the agreement could lead to major changes in how Facebook and Instagram handle screen time, notifications, recommendation systems, privacy and parental controls.

Whether TikTok, YouTube and other major platforms adopt similar protections remains to be seen.

For now, the proposed agreement sends a clear message that governments, parents and advocacy groups are demanding stronger safeguards for young people online.

As social media continues to play a major role in the daily lives of teenagers, the pressure on technology companies to balance engagement with user safety is likely to continue growing.
